Bruce Ashfield e185ff92e0 linux-libc-headers: update to v4.19 ...

Updating the linux-libc-headers to match the latest reference
kernel in oe-core.

We addtionally add three patches (identified by Khem) to fix muslc
aarch64 build issues.
