Ross Burton 5e6b411198 oeqa/selftest/recipetool: update socat version to fix failing download ...

If the recipetool tests are run with an empty DL_DIR the fetch of
socat 1.7.3.0 fails as that URL doesn't exist anymore.

Update the version to 1.7.4.1 to fix the test.
