Scott Rifenbark e9a2e5ae36 ref-manual: Updated LAYERDEPENDS variable description ...

Fixes [YOCTO #11579]

The syntax for specifying a layer version was incorrect. I
have added an explanation for the correct syntax and provided
an example.
