Paulo Neves eb997a6801 utils: Add cmdline_shebang_wrapper util. 
Useful to work around shebang relocation issues, where
shebangs are too long or have arguments in them, thus preventing them
from using the /usr/bin/env shebang.

This layer is intended as test layer, used by scripts/oe-selftest and it's probably a mistake to include it in your builds (unless you want to run the script).
