Alexander Kanavin 56d76ecf74 openssh: depend on openssl 1.0 ...

The proposed openssl 1.1 patches are here:
https://github.com/openssh/openssh-portable/pull/48

Openssl maintainers are not in a hurry to get 1.1 support in;
if it doesn't show up within reasonable time, we can take a patch
from Fedora:
