Jussi Kukkonen fada531cb2 glibc: Ensure ldconfig is packaged into glibc ...

If base_bindir=bindir, /usr/sbin/ldconfig gets packaged into glibc-utils instead
of glibc: Switch PACKAGES order to prevent this.
