The ddcutil library can be used by PowerDevil to query monitor capabilities. The recipe was taken from the meta-wayland layer. Eventually this recipe should be added in meta-oe for example since multiple layers seem to be interested in it. Signed-off-by: Marc Ferland <marc.ferland@sonatest.com>
