Rob Woolley be54e0851f lxqt-config: Disable lxqt-config-monitor ...

The lxqt-config package has a dependency on libkscreen from KDE.

To avoid upgrading all of KDE, we can instead disable lxqt-config-monitor
and remove libkscreen from the dependency list.
