Andreas Müller 579f31fca8 build all tier3 and tier4 recipes from tarball instead of git ...

The following recipes are still build from git:

  polkit-qt-1_0.112.0.bb
  phonon_4.8.bb
  kwayland.bb

The following kf5 recipes are still open:
  portingAids/kmediaplayer-5.7.0
  kapidox-5.7.0
