bitbake: toaster/tests: Added Layers page TestCase

Test layers page
    - Check if title "Compatible layerss" is displayed
    - Check search input
    - Check "Add layer" button works
    - Check "Remove layer" button works
    - Check layers table feature(show/hide column, pagination)
