bitbake: cache: Make EXCLUDE_FROM_WORLD boolean

Fixed:
Set EXCLUDE_FROM_WORLD = "0" in recipe_A:
$ bitbake world -g

Check pn-buildlist, the recipe_A won't be built, this patch fixes the problem:
EXCLUDE_FROM_WORLD = "1": Not build in world
EXCLUDE_FROM_WORLD = "0": Add back to world build
