Revert "kernel-fitimage: reduce dependency to the cpio"

This reverts commit ef0d0734866505c1c6e0528a0423e7248afb3ff8.

We can't do this since the initramfs needs to use DEPLOY_DIR_IMAGE which isnt
ready until do_image_complete.
