libcgroup: Various fixes

* Use PACKAGECONFIG for pam instead of two bb.utils.contains
* Add leading whitespace to EXTRA_OEMAKE_append_libc_musl
* Usr lnr in do_install_append rather than a sed generated
  ../-sequence.
