image/populate_sdk_base: Add *DEPLOYDIR variables

This is a preparation for changing deployment directory for image
and populate_sdk targets.

Introduced new variables, IMGDEPLOYDIR and SDKDEPLOYDIR. Set it to current
image/sdk deployment locations.
