packagegroup-core-tools-testapps: skip KEXECTOOLS for loongarch64

Due to recipe packagegroup-core-tools-testapps run time depend
on package kexec and recipe kexec-tools does not support
loongarch64, then skip KEXECTOOLS for loongarch64

$ echo "MACHINE = 'qemuloongarch64'" >> conf/local.conf
