bzip2: fix ptest execution failure

This patch fixes the bzip2 ptest execution failure:

root@qemux86:/usr/lib/bzip2/ptest# ./run-ptest
make: *** No rule to make target 'runtest'.

(This is also applicable for daisy branch)
