oeqa: setup bitbake logger after tinfoil.shutdown

Bitbake logger stops working after tinfoil.shutdown removes console
handler from it. This makes bb.{error,warn,note,critical} messages
disappear from the console. Adding console handler to bitbake logger
again should fix this issue.
