procps: update 3.3.17 -> 4.0.3

Drop patches as upstream refactored the code.

Add a compatibility patch to igt-gpu-tools.

Add a musl compatibility patch.

Nowadays this works both on musl and glibc systems, however on musl
utmp.h is also needed to avoid the following failure:
