devtool: implement build-image plugin

Implemented new plugin to build image from workspace packages.

Plugin creates <image>.bbappend file, adds
all workspace packages to the image using IMAGE_INSTALL_append
variable in bbappend file. After that it runs 'bitbake <image>'.
