dhcp: use ${PN} for SYSTEMD_SERVICES

Browse Source 
We should use ${PN} instead of hardcoding 'dhcp' for SYSTEMD_SERVICES,
otherwise we would have 'installed-not-shipped' QA error if we are building
lib32-dhcp.
