uboot-sign: Fix using wrong KEY_REQ_ARGS

When generating our SPL-verifying certificate, we use FIT_KEY_REQ_ARGS,
which is intended for the U-Boot-verifying certificate. Instead, use
UBOOT_FIT_KEY_REQ_ARGS.
