rng-tools: recipe cleanup

Browse Source 
- add missing DESCRIPTION, AUTHOR, HOMEPAGE
- cleanup DEPENDS
- fix variable ordering as per https://www.openembedded.org/wiki/Styleguide
- remove unneeded checks for systemd, sysvinit in do_install
