Bruce Ashfield 4ee44b0b54 linux-yocto/4.19: integrate arm systemtap fix ...

Richard had pushed an explicit patch to fix systemtap for arm
on the 4.19 kernel in time for M3.

The patch has now been integrated into the repo itself and can
be dropped from the recipe.
