The ARM EABI uses a program header to locate exception tables for shared objects, just like PT_GNU_EH_FRAME. But the format is a little different, and the header is above PT_LOPROC because it was assigned by a processor vendor. This just adds the constant to elf/elf.h.

Oops, Ulrich pointed out that I put the constant in the wrong place.
