Alexey Brodkin a7e6f334a1 linux-libc-headers: Don't do useless configuration
There's no point in configuring Linux kernel before
headers installation.

Moreover in come cases it might lead to problems on kernels
starting from 4.17 with architecture or platfrom sets
CROSS_COMPILE variable automatically, see [1].

Also note Buildroot doesn't do that kind of configuration as
well, see [2].

And while at it convert empty do_compile to noexec as well.

QEMU Emulation Targets
======================

To simplify development, the build system supports building images to
work with the QEMU emulator in system emulation mode. Several architectures
are currently supported in 32 and 64 bit variants:

  * ARM (qemuarm + qemuarm64)
  * x86 (qemux86 + qemux86-64)
  * PowerPC (qemuppc only)
  * MIPS (qemumips + qemumips64)

Use of the QEMU images is covered in the Yocto Project Reference Manual.
The appropriate MACHINE variable value corresponding to the target is given
in brackets.
