Ross Burton c76ca2c65b meson: only use lists of commands in cross file if required
There's a bug in Meson[1] where it find_program("foo") will fail if foo is
defined in the cross file as a list.

This is causing the Meson build of libdrm to fail, but for this instance we can
work around the problem by only using lists in the cross file if there are
arguments, and just using a string if there are not.

QEMU Emulation Targets
======================

To simplify development, the build system supports building images to
work with the QEMU emulator in system emulation mode. Several architectures
are currently supported in 32 and 64 bit variants:

  * ARM (qemuarm + qemuarm64)
  * x86 (qemux86 + qemux86-64)
  * PowerPC (qemuppc only)
  * MIPS (qemumips + qemumips64)

Use of the QEMU images is covered in the Yocto Project Reference Manual.
The appropriate MACHINE variable value corresponding to the target is given
in brackets.
