3a8e63b94c kjs-native: add kdoctools to DEPENDS 
CMake triggers the build error:

| CMake Error at CMakeLists.txt:52 (find_package):
| By not providing "FindKF5DocTools.cmake" in CMAKE_MODULE_PATH this project
| has asked CMake to find a package configuration file provided by
| "KF5DocTools", but CMake did not find one.

Fix this adding koctools as dependency.

a997613634 plasma-desktop: Prevent to check if a file exists in the host system 
CMake triggers the build error:

| CMake Error at ConfigureChecks.cmake:5 (message):
|   Couldn't find XKB location: ./usr/share/X11/xkb.

Fix this ensuring xkb_base is not empty instead of checking if
a file exists.
