zephyr-sdk: Add back sdk 0.16.9

Add back zephyr-sdk 0.16.9 as this is required for Zephyr LTS3 (v3.7)
and v3.7 version is not compatible with 0.17.x version. For more details
see https://github.com/zephyrproject-rtos/sdk-ng/wiki/Zephyr-Version-Compatibility#zephyr-sdk-version-compatibility-matrix
